Patch builds over Noble's work.
Changes:
# New mandatory "collectionApiMode" parameter during create collection command
(we can think of a better name)
# When api mode is enabled, zk is used as truth and shardId is always looked up
from cluster state
# replicationFactor is persisted at slice level
# maxShardsPerNode is persisted at collection level
# Basic testing in CollectionAPIDistributedZkTest
I'm working on more tests and a modifyCollection API which can be used to
change these values.
