One problem here is that embedded ZK currently expects to start on solrport + 
1000, but we don't know the solr port until we've parsed solr.xml.  Maybe we 
should just expect to start on 9983, or allow the zk port to be set as a 
sysprop?

A couple more ideas:
* Do we need to support a distributed ZK setup in embedded mode?  It's only 
supposed to be for use in development, and it adds a *lot* of complication to 
the code.
* We also have a separate ZkTestServer, for use in running tests.  We can 
probably remove this and just re-use SolrZkServer.
