Can it not be an extra operation on the UpdateHandler?
I think you're right. But this is just an implementation detail. It is by no
means a public supported API. I had already added an operation to apply
buffered updates for shard splitting so I added this in the same place. We can
refactor this to be a update handler command. I'll open an issue.
