(was: This turned out to be an issue with differences in where embedded
resources are located in .NET Core from .NET Framework. There also doesn't seem
to be a way to override the default namespace when using project.json. The
solution was to make a more aggressive search for embedded resources that
accounts for all of the different locations it can be stored.)
