Our web site is out of date, both in terms of news and information presented
and in the look and feel of the site.

We'd like to make it more mobile friendly, as well as make sure we have a way
to make the "news" actually new - that is, there should be a way to update it
frequently. There is some discussion about requirements here

but we probably should make an effort to make a more exhaustive and definitive
requirements list and put them all here.
A good template to start with is the Lucene project's web site
(https://lucene.apache.org/core/), but of course we should cater to .NET needs.
We don't need a big download button so much as instructions on how to get it
using NuGet, although a small link to download the latest release is required.
Also, we should definitely be aiming for a mobile-friendly responsive design
which Lucene is currently lacking.
