Next question: on the IOUtils restoring the `Close...` methods, do we need the unused `CloseWhileHandlingException` overloads that take an `Exception priorException` first argument? These don't exist upstream, and I'm assuming they exist here because their Disposable counterparts exist, and aren't needed.
