I would like to propose for approval that we enable GitHub Discussions
<https://docs.github.com/en/discussions> on our Lucene.NET
<https://github.com/apache/lucenenet/> repo. This email starts a 72-hour
approval vote for PMC members.

You can see a PR of how we do this via the .asf.yaml file here:

This GitHub feature will help encourage community discussions about our
project, and hopefully improve community engagement. Today, the only way to
have these discussions is either via GitHub issues (which should be
reserved for feature/bug tracking), emailing this or the user@ mailing
list, or via our Slack (which requires an Apache account or invitation to
join). This will give people a way to ask questions or otherwise discuss
things about the project outside of these channels, in a less
formal setting than the mailing lists.

If the vote passes, I will merge the linked PR above which should
automatically enable the feature without having to submit an Apache Infra
ticket. Please share your thoughts on this when voting! You're also welcome
to review or comment on the PR, but reviews of it will not be considered a
binding vote.

Only votes from the PMC are binding, but everyone is welcome to vote.

The vote passes if at least three binding +1 votes are cast.
