Thanks for looking things over!

Not every ASF project has its own bylaws, but those that do typically use the
same template and make minor modifications -- so Peter didn't have to draw
those up from scratch.  The main point for us was that we wanted to codify
annual consideration of the project Chair.

The rules are handy and important, but for the most part we try to avoid
relying on them too much.   Contentious votes and arguments citing rules are
signs of a troubled community.  Lazy approval and lazy consensus are powerful
tools for getting stuff done.
