Thanks for that summary, and for the details I've snipped out.

I've written the 2013-01 board report and am currently putting it through the
requisite svn commits.

That tells me it's not worth releasing 0.4.0 yet. I would say that until it
becomes risky, there's not enough change to merit a release. :)
