I've checked the following items from
<http://wiki.apache.org/lucy/ReleasePrep> with the 0.4 branches of both
Clownfish and Lucy:

- Built and tested with the stock perl on OS X El Capitan, going through the
  "dist" step first to ensure that the CPAN build is functioning.
- Checked with RAT.
- Checked with http://compliance.rocks
- Reviewed the commits between 0.4.2 and current 0.4.
- NOTICE and LICENSE should be fine since I didn't see any commit adding
  material which would impact them.
- JIRA has no outstanding issues for 0.4.3.
- The CHANGES files look good.  However, Lucy's has an exact date (fine) while
  Clownfish's still has `2016-xx-xx` and needs to be updated before release.

What I did not check:

- I didn't do valgrind testing.  My old valgrind setup got blown up and I'll
  need to rebuild it for 0.5.0, but I didn't want to hold up 0.4.3 any longer
  since the likelihood of catching something for 0.4.3 is small.
- I didn't do testing on Windows.  My Windows testing setup is likewise borken
  and will need to be rebuilt.
