Missing SVN tag?

On the subject of what mvn does / doesn't do during release, I noticed that
it seems to want to create a tag for the release. However I don't see any
"0.4" in branches/. Am I misguided? I can easily svn copy to make a branch
out of head, which is 0.4 exactly now.
