This seems to have been due to maven 3.0 being installed somewhat incorrectly. First, our build got defaulted to 3.0 which doesn't have clover and secondly all of the 2.x mavens were bunged up by the 3.0 install. Infra fixed the bunging and I set our maven to be explicitly 2.2.1.
