If you're just looking to post some code to chat about, Github might be better.
JIRA issues ask for action that results in a change to the project.
As you say this is not quite ready for commit. The idea seems to duplicate, in
different code, the existing in-memory data model with similarity metrics.
I think it's a fine exploration though.
