Sure - I can do this.  I can also separate out the changes in the MR
logic (for example, a group file is no longer used- membership is
calculated on the fly) from the separate implementation.

I'll make new tickets for those changes, unless I hear otherwise.

Also, given that complete per-item sets were called out - should I
assume that'll be a showstopper because people are relying on the
existing functionality?  Would it be safe to only worry about the MR
case?
