Here is an alternative sort of annotation. I like this better than the
Maturity(State) style.
Also, regarding placement, I stuck this into mahout-math because one of the
most important places that we need annotations is there. Since everything else
inherits math by implication, this should make these annotations visible
everywhere.
If this is acceptable, I would like to commit it.
