MAHOUT-989. Refactored FuzzyKMeans buildClusters phase to use
FuzzyKMeansClusteringPolicy and ClusterIterator. Removed FuzzyKMeansReducer,
FuzzyKMeansMapper, FuzzyKMeansCombiner and their Junit Tests.
This addresses bug MAHOUT-989.
