No.  It is just a committer who can commit changes.  Anybody can make
changes for review.

I for a lot of content like this, it might be good to build a prototype of
the new structure on github where others can review the whole thing at
once.  I am not sure if there is a cms sandbox or not, but it would
definitely be helpful if there is.
