i would say if it brings extra dependencies compared to transitive those of
Spark-core, sure, it needs a separate mvn module. Note that in Spark the shell
is also a standalone maven artifact. I would expect it to bring in at least
scala-tools dependendency which normally is not needed by pure scala programs.
So chances are high it needs a standalone maven module (say, "shell" module,
"mahout-shell" for the artifact id).
