before you put _any_ code out, why don't you create a TDD with the set of 
operations and examples you think are useful. 

I don't think you can create square bracket operators in scala . 

I also suggest to find a close ideology (R base, dplyr, pandas etc.) or a mix 
of those to borrow usefule paradigms from and dicuss them on the list. Best way 
to do it is to write up a TDD or a blog with examples.

otherwise you risk to write some code that would attract too much criticism or 
will be too difficult to review. Either way it would be too much work to 
overcome prejudice of "committable ok".

E.g. when i first did scala bindings code, i put it into a proposal blog 
http://weatheringthrutechdays.blogspot.com/2013/07/scala-dsl-for-mahout-in-core-linear.html
 and asked people to review it before i offered any code.
