Javadocs are published by MahoutQuality build job. Besides ones which are
already being run (namely "clean install javadoc:javadoc findbugs:findbugs
pmd:pmd"), build job needs to be adjusted to run "scala:doc" goal too. PMC
members should have necessary privileges to modify build job definition.
