### Description I found test in test_single_qubit_gates.py with `phi ≠ 0` cases. According to #623 , this file passed without any `phi ≠ 0` cases inside. We should add more cases in test_single_qubit_gates.py. ### Expected Behavior What should have happened? It will report errors since we haven't fixed definition error in #623 . ### Actual Behavior What actually happened?
