Hmm.  I don't think we need a vote unless we're expending monies; and
we are not proposing to do that.

For twitter registration, we can either create a dedicated account per
person just for ManifoldCF twitter, or use their Apache email account.
 Using the apache account seems actually more likely to be the best
solution.  What do you think?
