I updated the site-building docs to describe the necessary process, and also
back-patched our site to address the currently published docs.
Upon reflection, I think we should patch documents on every site publish until
1.3 goes out, and get rid of javadoc for all versions prior to 1.3. At that
point this problem becomes moot.
