Summary: We should augment file-based synchronization to allow a
process/service-based synchronization as well (was: We should move to
eliminate process synchronization via shared file system, and use a
process/service instead)
Changing the ticket name, since the goal has changed (and since the
implementation allows for flexibility in this dimension).
