Hi Abe-san,
The problem was that for a couple of years the rate being applied by the web
connector was 1000 times what the user said it should be.
As for the default -- we can increase the default, but we can't fix jobs
already created. The number we are using for the default was given to me by a
webmaster who I trust; the rate is designed to not be threatening for web sites
that are served with (say) a T1 line or so. Nowadays that's pretty rare I
think.
