Hi Ahmet,

We release versions of the plugins on a different cycle, and vote on them
separately.  We include the correct plugin binaries in the main binary
distribution, as a courtesy, for each main release.  We typically include
the most recently released version, so a 2013 version might well be what
the most current one is.  It's just like any other dependency in this
regard.

Since the build requires them in order to properly populate the dist area,
they must be distributed in the lib package.
