There are quite a number of changes in addition to the authority check. A
short summary:
- Date ranges have been updated to go to 2018, not end at 2015.
- Code that may throw ManifoldCFException has been moved to the front of the
page, since jsp:forward won't work after too much html has been streamed.
- execute.jsp has authority checks, as do all display pages.
- maintenanceunderway page is new.
- unauthorized page is new
- showjobstatus didn't have proper exception trap
Finishing the job of reformatting the code was also needed in order to be able
to properly do the rearrangements described here.
