Ok. Access tokens in documents aren't helpful unless we have an understanding
of how they will interact with the authority. So when you have that figured
out, I think it is very reasonable to commit this patch. But I am not sure we
should do it before 2.2 and 1.10 goes out. We should already have had an RC0,
but we seem to be running late.
