Please note that I am still not 100% comfortable with how this is structured.
The Lucene project has an ant "precommit" target which does checks akin to this
kind of check; it should probably not be done on every build but rather on
demand, or as part of the release process.
[~kamaci], it would be great if you could create a new ticket to refine this
further.
