The fix for the maven-site-plugin will be released in the next 3.7.1 version:

The new folder structure will be released in the next minor version 3.8:
https://issues.apache.org/jira/browse/MSITE-820
When 3.8 will be released we will change the folder structure from /site/zh/ to
/site/zh_CN.
