Hi [~bisontim], you need to shut down everything in the ManifoldCF system
before the lock clean. You are shutting down agents but not tomcat (?).
Leaving any of the ManifoldCF processes running will cause the lock-clean
procedure to maybe leave stuck locks around.
You do *not* want to shut down all the supporting services (e.g. postgresql)
before doing this.
