from my side, I never found that there was a lack of positive atmosphere, but that's a personal opinion.
It seems though that it is not a new problem. How come you or others did not say this earlier? Maybe you did, but then really it went unnoticed, and not just shut-up.
Can I/we do something to find a way out?
