No, it's done by an individual who is leading an individual initiative. This si not an issue, but don't expect to have the concensus of the community who is already doing this work.
So, Frando's not a part of the Marketing Project because he's new?
Not because he is new, but because he doesn't study before how we work and who we are.
So, how long does it take for someone to join, and start putting time into something, for them to suddenly be "in"?
Knowing the good lists and the people (not by name but by purpose) populating them is a prerequisit as it is the way we communicate. It depend's of the effort you put in to open you to others.
Reading the above paragraph you wrote again, it sounds like you're *jealous* of Frando for some reason.*
I really don't see how Charles could be jealous, considering the work he is doing for the community, I think in no way he could be jealous from any body, on the contrary :)
