I disagree. I can easily see developers not contributing because they
don't want to see a propietary fork, like what IBM is doing with
Workplace. Consider the fact that though you can point to *some*
projects that use BSD, the vast majority prefer GPL and in second place
LGPL.

IBM is paying developers to work on a propietary fork of OOo because
they have no requirement to do otherwise.
And you have still ignored volunteer programmers, not associated with
any company.
Though I don't think that the license is the biggest issue from Sam's
list, I still think it's an issue.
