 I'll wager that 80% of the students at that school already have Windows XP. 
The only reason they will buy or get one is to give to a family or friend. 
Most people go to college getting a new computer so they don't need a new 
OS. So if they got a new computer within the last 3 years they don't need 
the WinXP. I believe Micorosoft does this because they are betting on that 
fact. Let's find out if when Vista comes out if they are able to give that 
away for free.
