No, it's an error by the zdnet reporter.
The press release clearly states individuals' names and affiliations:
"Founding members include Gary Edwards (OASIS OpenDocument TC),
Mark Taylor (Executive Director of the Open Source Consortium),
and Richard Rothwell (Chair of SchoolForge UK)."
The zdnet reporter dropped the individuals' names, thus implying
that the organisations were founding members, when in fact the
founding members are individuals.
Minor (and even major) inaccurate reporting in the media is all
too common, as I'm sure you know.
