I am more or less regularly in contact with Jesus Corrius from
Softcatala, but he regularly complains about the lack of support from
the local government. According to him the government does more noise
than anything else in FLOSS matters. Softcatala is however one of the
most active FLOSS organizations in Europe locally and has done a huge
work (localization and marketing)  for OOo since 2 years.
