I think we have to blame VNU for the headline, not Gartner. Gartner are just pointing out what is always true - there are costs involved and decisions to be made when migrating from one system to another. And they are not quoted as using the word 'high'. Beyond the headline there are lots of positives in the report to pick up on. I'm particularly intrigued with the report of a VBA macro conversion tool. Is it open source? It could be quite a winner. If it does a good job it will remove one of the main MSO to OOo conversion barriers.
