Your only real hopes are 1.) If there is anti-trust/competition legislation in your country that can be shown to be violated, file a complaint giving details of why the "deal" is illegal. In Europe, two commercial organisations conspiring to block competitors is illegal but proving it is not that easy. When it is a public sector organisation buying from a monopoly supplier its not illegal unless you can demonstrate that the supplier is abusing the monopoly in some specific way. Laws might be different in Malaysia. 2.) Mobilise a political protest demonstrating clearly why this is bad for the people in Malaysia eg forcing them to buy expensive products when there are free ones available that do the job just as well and conform to internationally agreed standards. Show the government is incompetent, doesn't understand technology, is mismanaging economics etc. However the difficulty is that you have to do this in such a way ordinary people identify with it.
