I have just completed a white paper on behalf of Schoolforge UK for a meeting with BECTA at their request and to their agenda entitled "The relationship between Open Source Software and Government Policy". While not specifically OpenOffice.org there is specific mention and most of the general principles in the paper are relevant to the OOo community as well as the product. It is community aspects such as internationalism, citizenship and learning through participation that are likely to be more attractive in supporting government policies than the technology itself.
