I don't remember this being discussed by the CC - I think the CC list is
public?

OOo played a leadership role in creating this open standard - it would be
bizarre to oppose its use by others. Conspiracy theorists may query the
motivation of some of the "others" in why they want to use it, but no-one
should query their right to do so.
