I think this is a very good idea, indeed.
I'm not aware of anything that would prohibit this. Mind I'm not an
expert on this area, but I'm sure some people with more experience on
that level read with us and can confirm.
They downloads would be available for free to people who play The Sims 2 as
they would be uploaded to their official site and I also have a site I place
all my downloads on.
I've seen how this works few times, when my son added some items to his
The Sims. A really nice way to make your favorite OOo-T-shirts available
to all.
