I ask the conection to allow me to get an interview wtih their IT staff so I can get a more insight scoop on how it came to be. I'll let you guy know, there are actually other large adoptions in Latin america but the announcements are not public so most of the reporting can't be backed up.

The site from the Ranger police have the statement of OpenOffice.org right on their homepage althought in Spanish, they state the succesful migration and adoption of modern technology with the goal of make their processes more efficient.
