It's funny, we are working on a new brochure for our company these days
and we are having exactly this discussion. My short answer, which is
not a right one, because Scribus is indeed the supposed DTP application
of choice, is that Scribus takes ages to learn. I am quite sure you can
do more with Scribus than with Draw, but the training it requires may
not be worth the try for a whole part of the market who want to do DTP
without requiring a full blown artistic director in house. 

What's more, there's no reason Scribus could not have competition. That
being said, Draw was always targeted as a technical drawing
application, not as a DTP one... perhaps we should think about
repositioning Draw?

As for Zhang Weiwu's initial comment, may I just suggest you file an
issue describing exactly what feature(s) need(s) improvement?
