I got a question, does localization can affect locale?

There seem to be a small issue with the spanish locale where Ctrl-E shows as Select All (which is correct) but in reality it centers the text (which is the wrong behavior). Please let me know if this is an issue from Localization or are shortcuts assigned to the module where it's supposed to be at.
