do think that we need to invest in this "non-participatory" events
because usually they are first timers, and it shows an intend to

I see your point, and there are indeed some valid reasons you raise.
It's not always easy to put everything we want into a "rule", that's why
I insist on having some exceptions where applicable. The question here
is, what is the rule and what is the exception, and I'm still thinking
about it. :-)
The first draft of the funding guidelines should be available soon.
Blame me, didn't find the time yet to look into the changes the budget
authorizers made, but as promised, I'll try to catch up soon, and I'm
happy to hear your comments then.
At the same time I think we should also try to talk to Oracle people to
see situations where Oracle showcase their products and we can put an
OOo expert (Marcon) to attend to this event as a guest to talk a bit
about OOo. Again this might not be the easiest but we should try.
In general, I'd like to get into the boat with our major contributors.
They have so many resources and attend so many events, it would be great
if we could join forces there. That has always been my plan, but it only
worked out well with Sun, not with others. Hope to improve on that.
