Just to provide some basic hints here, there is a discussion project for
a maybe common Apache API for RDF:
https://github.com/wikier/commons-rdf
The motivation is to have the very basic RDF 1.1 common stuff, rather
than yet-another unification/wrapping library.
The timing is the right, since both Jena and Sesame are thinking about
new major versions. Although this is not critical for Marmotta, it might
be good for many reasons.
