{{EntityTagUtils}} is a helper class to avoid a bug in Resteasy that causes
weak EntiyTags to be parsed wrong.
The bug (and a patch) was [reported upstream to
Resteasy|https://issues.jboss.org/browse/RESTEASY-1019] and included in
3.0.7-Final.
After 3.0.7-Final is released and updated in Marmotta, the {{EntityTagUtils}}
can be removed.
