I'm having problems running:
mvn -s ../settings-release.xml -Pdist-local,installer,marmotta-release install 

getting

because it accesses http://www.eu.apache.org/dist/tomcat/tomcat-7/v7.0.37/bin//apache-tomcat-7.0.37.zip 

which no longer exists - it's 7.0.39 now.

Minor: shouldn't www.eu.apache.org be www.apache.org?
