This is fantastic. I'd also like to see Maven be able to use a versioned plugin as
defined in the project.xml if it has problems with more recent versions (eg checkstyle
plugin going from cs2 to cs3).
With this in place, Maven could ship with fewer plugins, and download them on demand.
eg a request for war:war might download the latest maven-war-plugin? See MAVEN-470.

We need a mechanism so that users can easily track new plugins and install plugins
that are not included with Maven.
